Introduction

I am Citizen42, an experienced DeFi participant involved in governance across multiple protocols, including but not limited to SAFE, Threshold Networks, Gearbox, Curve, and Arbitrum. I bring a strong background in governance strategy, currently serving on the Threshold Network Integration Guild and thUSD Steering Committee. I have been deeply involved in DeFi since 2017, with a journey beginning in the early days of dapps and evolving through the “Defi Summer.” My background includes a Bachelor’s in Data Science and Computing (final year), complemented by a career in telecommunications engineering, equipping me to bring both technical and analytical insights to DAO governance.


Motivation and Vision

My passion for ParaSwap’s roadmap and vision is what drives me to become a delegate. As an early supporter and airdrop recipient, I have watched ParaSwap evolve from handling millions to billions in trading volume. I am committed to helping ParaSwap scale sustainably by contributing to its governance and aligning decisions with community goals.

My approach to voting is focused on long-term protocol integrity and growth. I aim to bring transparency to my decisions by sharing detailed voting explanations, encouraging community discussion, and remaining open to feedback. I believe that with constructive dialogue, we can navigate complex governance challenges effectively.


Values and Voting Philosophy

I believe in collaboration, transparency, and data-driven decision-making as the pillars of sustainable governance. As a data science student, I plan to bring analytical rigor to governance, applying insights and objective analysis to every proposal. I strive to assess each proposal based on its merits and potential impact, avoiding bias and focusing on the protocol’s long-term health.


Conflict of Interest Disclosure

I am not a delegate for any other DAO, but I actively participate in governance across several protocols as a token holder, notably in Threshold Network DAO. I believe this is non-conflicting, as ParaSwap and Threshold have distinct business directions.


With a solid understanding of DeFi and a commitment to data-driven governance, I look forward to supporting ParaSwap’s growth and fostering a community-driven governance model.

Proposal: PIP-54: Delegate Program Trial Period

Vote: For

Rationale:
I support this proposal as it directly addresses the issues of low participation and voting power concentration in the DAO. The Delegate Program outlined encourages broader community involvement, decentralization and diversity of voices. By allowing token holders to delegate their voting power, it strengthens governance quality and resilience. The 3-month trial period provides a low-risk opportunity to test and refine this initiative and I see no significant downside plus I believe this program is a positive step forward for ParaSwap governance.
As a committed token holder myself, I look forward to governing at my best to represent the interests of all token holders ensuring decisions benefit both the community and the protocol.

Given the clear benefits and lack of foreseeable negative consequences I dare say - LFG frens !

Rationale:
I’m voting “For” because automating the reward mechanism cuts manual overhead, reduces errors and improves transparency for the entire community. This approach makes the system more predictable and accountable which ultimately benefits ParaSwap’s long-term growth. I see minimal downside and believe this is a sound step toward a more efficient DAO.

I’m voting “For” this proposal because implementing the Project Miro Roadmap and overseeing the migration process is crucial for advancing ParaSwap’s strategic objectives. This roadmap provides a clear and structured plan for future developments, ensuring that ParaSwap remains competitive and continues to meet the evolving needs of our community.

Key reasons for my support include:

I’m voting “For” because the updated proposal lifecycle empowers the DAO to make more transparent, informed decisions. It fosters constructive discussion, reduces confusion and ensures accountability at every step. This is a positive move toward a stronger, more participatory governance structure for ParaSwap.

Rationale:
I’m voting “Against” because the proposal lacks clear deliverables and a more sustainable business model. The team’s limited social media engagement raises doubts about their scalability—especially given ParaSwap’s larger reach across Web3. Still, I’m optimistic they’ll refine this approach, learn from community feedback and return with stronger outcomes and broader distribution before reapplying.

Proposal: PEP-08: Upgrade Module End-of-Life Strategy

Vote: For

Rationale:
I’m voting “For” because providing a final PSP loan to the upgrade module ensures a smooth transition for sePSP1 holders as Project Miró rolls out. This solution helps manage increased migration demand without permanently spending treasury resources—once completed, any unused PSP is returned to the DAO. It’s a practical, time-bound measure that aligns well with the DAO’s end-of-life goals for sePSP1 and supports a seamless shift to the new token format under Project Miró.

Proposal: PIP-58: ParaSwap Delegate Incentives Program (Cycle 1)

Vote: For

Rationale:
I’m voting For this proposal because it lays out a workable structure for rewarding active governance participation, which I believe is vital to sustaining and energizing ParaSwap’s delegate community. I also appreciate Avantgarde’s feedback, and feel that incorporating those refinements in future cycles will only strengthen the program. For now, this initial approach strikes a good balance between incentivising delegates and keeping the DAO’s budget in check.I’m confident we can continue refining these incentives based on community input and real-world results over the next coming months.

Proposal: PIP-59: Proposal for Returning 40.203 wETH to Bybit After 10% Bounty Deduction

Vote: For

Rationale:
I’m voting For this proposal as it represents a pragmatic resolution to an ethically and legally complex situation. While the release and indemnity provided by Bybit is not as robust as I may have hoped, it still marks a moral victory for the DAO, acknowledging ParaSwap’s role as a neutral service provider rather than an enabler of illicit activity.

At its core, the funds in question were derived from an exploit and while smart contracts remain neutral, governance does not. Returning them is the right decision, aligning ParaSwap with responsible DeFi practices while still upholding decentralization.

Furthermore, this move helps build stronger industry relationships, demonstrating a willingness to engage constructively in fund recovery efforts especially given that the hacker cannot be brought to justice.

Voting “Against” would leave the DAO retaining illicit funds, exposing itself to potential legal complications and reputational risks. Even with Bybit’s carefully worded indemnity, not acting would be riskier than executing the return. This sets a precedent for ethical governance in decentralized protocols while ensuring the DAO remains protected.

A necessary decision for ParaSwap’s integrity and a strong example of decentralized governance in action.
